Resizing is really two different jobs. Downscaling — shrinking an image to fit a layout — is almost always safe and produces clean results, because you are discarding pixels the browser then samples smoothly. Upscaling past the original dimensions is fundamentally limited: no tool can invent detail that was never captured, so enlarging a small image just stretches the pixels it has.
