Google truncates titles and descriptions by pixel width, not character count, which is why a hard character limit is misleading — a title of wide capitals and Ms fills the bar faster than one of narrow lowercase letters. This preview measures the actual rendered width (roughly 580 px on desktop, full-width on mobile) so you see where the ellipsis will really fall.
Front-load the words that must survive truncation. Put your primary keyword and the most compelling promise near the start of the title and description, because everything past the cut simply vanishes on smaller screens. Mobile is the tighter constraint for most sites, so if a snippet reads well on mobile it will almost always survive on desktop too.
